How Fix Location Services (GPS) Not Working 

Guide1: Install libLocation from Cydia iOS 9.2 - 9.3.3

LibLocation is a library that is required by third-party apps for using GPS. Jailbreak users have been reporting that installing the package fixes the Location Services issue. Below is how you can install the package from Cydia.
Step 1: Launch Cydia and go to the Search tab.
Step 2: Search for libLocation and open it. If you can’t find it, go to the Changes tab, press the Refresh button and once Cydia is refreshed, search for the package again.
Step 3: Tap on Install in the top right corner of Cydia followed by confirmation to install the package onto your device.
After the package is installed, respring your device and enable Location Services. If it still has issues, read the next method below.

Guide2: Reset Network Settings

Step 1: Go to Settings -> General -> Reset.
Step 2: Tap on Reset Network Settings. This deletes all the network settings, returning them to factory defaults.
Step 3: After your device restarts, try enabling Location Services and see if it works.

Step 1: Restart your jailbroken iOS device so that the jailbreak is disabled.
Step 2: Launch the PP Jailbreak app.
Step 3: Tap on the circle button and lock your device for the jailbreak process to start.
